Where to start with manual settings?

On a digital camera where should I start my manual settings (ISO,aperture,shutter speed, white balance) if its sunny and I'm shooting into the shade? I'm just learning photography and have never really used anything other than automatic so I'm not sure where to start. I'm also want to take a picture of the drain stopping the motion of the rain drops so any suggestions where to start my settings there?
