Buying off plan in Bulgaria?

Has anyone else had problems, which are now starting to look dodgy, having bought off plan in "up and coming areas "? Are there any self help web sites or groups we can swap info on. So far my advice would be- Cut off your hand rather than sign up! Lovely place to holiday as long as you don't own the property.
