Wasn't it tacky of McCain to give a political campaign speech instead of lauding the Clinton Global Initiative?

I found it ludicrous for John McCain to give a political speech about "ending his campaign" instead of doing what he was supposed to do as a guest speaker -- evaluate and applaud the achievements of the Global Initiative. He is so rude!
