Is my horse lazy or just old?

Ok. So i own a 22 almost 23 year old Arabian X Thoroughbred (Anglo-Arab) Horse. He's never been a fast horse, but now i can't even get him past a walk. He doesn't respond to my kicking or kissing or even a crop. He will walk around for hours but i can't seem to get him to even a trot?? Does anyone have any advice or insight to this issue? He responds this way to every way i ride him, Western, English and even . PLZ HELP!
