My dog has been on PREDNISONE for 2 months, he is experiencing weakness in his muscles..?

we are beginning to ween him off of the med today. he can barely hold himself up his muscles in his legs have degenerated so badly. my question is...once off the steroid, will he regain muscle in his legs?? he is an elderly English Bulldog.
